Hi,
I've seen a few suggestions floating around that I would be better off saving my "Legend" CP claim tickets (the ones you get from level 20 and 40). I think the theory was that "some day" Mobage might run a promotion where those tickets can be claimed for High Rares and up, instead of the typical "you might get a High Normal" garbage. I guess they did that promotion once in the past?

What do you guys think of this?

Is there any validity to the notion of hanging onto Legend tickets? What are the chances Mobage will ever run that "special promotion" again?

Saving up does not really help much. if you really do not want to risk a high normal, just go get a gem card pack. there are no high normals in those.
